Selects the number of times the radio retries an Attachment (Registration
/ Affiliation) request after a response has not
been received from the DVRS.

Retry Time. 
The primary purpose of Attachment is to provide a means of informing the
DVRS of a radio's presence, therefore allowing the DVRS to restrict service
access to valid radios only.
This selection applies for the current DVRS Conventional System.
When the System Type field is set to "DVRS", and
when the radio is model / option capable.
